This legislation creates the House Study Committee, composed of five House members, on Public Utility Payment Options for Customers in Need of Assistance.  Among the issues studied will be how billing practices impact poverty-stricken individuals, or those on government assistance, and assistance that may be offered through budget and alternative payment plans.
